For a basic setup add marmelade to you repos[1][2]:
(add-to-list 'package-archives
'("marmalade" . "http://marmalade-repo.org/packages/"))
And then do:
M-x package-install php-mode
The wiki has more information on the various php-modes and on how to
setup multiple modes in a buffer[3].
