I did not think about desktop-mode and you are right, I think it's a
right fit for a persistant history.  Unless bookmark+ can do better (see
the rest of this thread).

Regarding savehist, I'm not sure how it could be used here since it
seems to be taylored for the minibuffer.  EWW can visit URLs without
going through the minibuffer.  Did I misunderstand you here?
