I don't know if the 0->1 jump will make it easier to add arbitrary
packages.  What I have been considering is re-using package-vc to mirror
the job of elpa-admin inside the Emacs core during build-time.  I'd
imagine we would have some etc/bundled-packages.eld file, with package
specifications just like with ELPA, that would list all the packages
that should bundled with the core.  That way, adding or removing bundled
packages would (hopefully) just be a matter of adjusting that .eld file.

The package is rather rudimentary and only works for simple C code where
all the functions have properly formatted man pages, so I don't know if
we really want to add it to Emacs -- though you can consider it as a
running example.
