cvs-file-to-string (pcvs-util.el)

How about renaming cvs-file-to-string to file-to-string, moving it to subr.el
and using it in vc-cvs-dir-extra-headers to display the tag name when using
vc-dir, as currently done with PCL-CVS?

If so, please call it something less confusing.  `file-contents' maybe.

`file-string', analogous to `buffer-string'.
