Of course list is not the same as quote in general.

But those examples are the same in the sense that when
I evaluate them I get the same result. You can try that
yourself, here:

'(1 2 3)        ; (1 2 3)
(quote (1 2 3)) ; same
(list 1 2 3)    ; same
