This is all I see with Emacs-w3m:

    Refresh (0 sec) Controlling-Active-Maps.html#
    Definition%20of%20minor%2dmode%2dmap%2dalist

Maybe an Emacs-w3m issue then...

This happens here too, but the page refreshes also after some time (four
seconds or so).

Indeed, it seems to work in other browsers.

I can confirm that both links work in eww and emacs-w3m, with the auto
page refresh in emacs-w3m, as has been mentioned. I have the latest
emacs-w3m (from git).
