Right, thanks for pointing out this inaccuracy in the manual.

Thanks.  I found that "even out the heights and widths" and "make all
windows the same height and width" to be inaccurate, so I fixed this
on the emacs-30 release branch with a more detailed text which tries
to explain the balancing act better.
