Hi,
in emacs -Q, eval
(global-set-key [f11] (lambda () (interactive) (make-frame)))
then C-h k <f11> gives you
describe-key: Wrong type argument: symbolp, (lambda nil (interactive)
(make-frame))
This seems unrelated to similar #11848. Instead,

seems to be causing this issue this time; probably
(get function 'reader-construct)
should test whether FUNCTION is really bound to a symbol.

Sorry about this. You're absolutely right, a `symbolp' is needed before
those `get's (in two places).
I've pushed a fix to master, and am closing this bug.
