It seems to me that GUI programs and desktop environments adopted the
XDG Base Directory Specification first. However, nowadays there are also
a command-line and other programs which use ~/.config (or
XDG_CONFIG_HOME) for their (hand-edited) configuration files. Examples I
remember are git, mpv (a media player), i3 (a window manager) and ASDF
(Common Lisp's system definition and configuration framework).
About the topic: I like to see Emacs going towards XDG directories.
