But those Elisp files are not operational anymore, the
installed ones are. So it is to them one will want to go to
know about some Elisp function or so from a runtime Emacs (say
from the help, most often).

The C files are just present in one place so for them, that is
where you go.

It isn't consistent but also not inconsistent, it is the best
two options for two languages, and they are different because
the languages are different, not the least in the way they
are used.
