I made a safe oneline change to easy-kill.el and now I am getting a
build error: https://travis-ci.org/leoliu/easy-kill Or is it a plan to
move org completely out of emacs in favour of ELPA?

AFAIU, this bug was fixed in Org stable by Bastien a while ago. If the
bug is still active, it's probably due to the fact that bundled Org
isn't up-to-date.

Yes -- I just submitted a patch to update the bundled version of Org.
I'd rather have the patch reviewed by one or two maintainers before I
can safely apply it, too many changes sneaked in since the last sync.
