* `csv-mode' part of core?

Is there a reason `csv-mode' is not part of core currently, or could it
be included?

It's a very popular storage format, and support for other popular
formats like JSON is included in core.  Syntax highlighting is arguably
not as important here, but still things like `csv-align-mode' makes it
useful for editing csv files.

The plan is to bundle all the GNU ELPA packages in the Emacs releases,
which should make the difference between a GNU ELPA package and the core
less important.  But the progress towards this has been rather ... slow.  🙃

I don't think anybody's written a summary, but it's been discussed ad
nauseam on the emacs-devel list over the past few decades, it seems like.
