I guess you mean the Tramp manual.
"sshx" is like "ssh" except it uses twice the -t parameter calling
Cygwin's ssh. That is reported to have worked in the past, but with
recent Cygwin it doesn't work. Last time I've checked half a year ago,
I doubt it has changed.
