I think I understand what you mean.  You want that the so called
"refinement" of the regions is always visible, even for unselected
regions, right?  No, that's currently not possible AFAIK, and I agree
that it would be really useful.  If nobody else has a solution, please
make a feature request.  Just M-x report-emacs-bug, and write what you
described in your question.
