OK, I've now done a rough implementation:

(let ((print-length 10))
  (prin1 (make-list 20 t) (current-buffer) t)
  nil)

  (prin1 (make-list 20 t) (current-buffer) '((length . 5)))
  nil)
(t t t t t ...)

Don't have time for more today, but I think this has promise.  And this
means that we can introduce more printer settings without introducing
more global dynamic variables.
