Hi
I am looking at some data columns from a visited file. is there a way
to have a horizontal line which I can move with the arrow up/down under
any given line. and maybe the same vertically as well?

In emacs 22 (devel version) there is `hl-line-mode'. If
it's not part of emacs 21.4 try to look up a solution on the
emacswiki or google groups. I'm pretty sure i had something
like this working on emacs 21.
For horizontal lines... There is a package called
`column-marker' (again look for that at the emacswiki). But
i think it's made for a highlighting a fixed column. Maybe
you can hack it a bit.

the fix;
M-x hl-line-mode <RET> will turn it on/off, horizontally but not vertically.
