changes to diff emails

I've changed the way emacs-diffs mails work, so look for it to break in
new and exiting ways over the coming days or weeks.

It can be configured via post_commit_* options in branch.conf on the server.

If you have commit rights and happen to have the bzr-email plugin
installed on your local machine, you might want to remove it.

Or add to your ~/.bazaar/locations.conf:

[bzr+ssh://USERNAME@bzr.savannah.gnu.org/emacs/*/]
post_commit_to = ""

One nice thing about this is that I could finally add Mail-Followup-To
headers to the diff emails, to try and get responses to the right place.

They also have "X-Savannah-Bzr-Email: yes" headers, so AFAICS, the
emacs-diffs/emacs-elpa-diffs lists could be set to auto-accept mails
with that header, and reject anything without.
