Agreed. Perhaps one of (eq last-command 'shell-command) or (equal ""
(minibuffer-contents-no-properties)) might be used as a more specific
test too, e.g. :

  "Select the last history element."
  (interactive)
  (if (not (eq last-command 'shell-command))
      (self-insert-command 1)
