The manual is speaking of lexical binding, try this or use the code
above in a lexical-binding environment:

(defvar my-ticker nil)  ; comment

(lexical-let ((x 0))
  (setq my-ticker (lambda ()
                    (setq x (1+ x)))))

(funcall my-ticker)
