That is what should happen; and then if "lala" joins, you should get
some kind of notification from Emacs to that effect.
It sounds to me that this bug has been fixed.
The key thing is that it works without your having invoked:
(require 'erc-notify)
(add-to-list 'erc-modules 'notify)
