These look like:
<audio controls><source src="url"/></audio>

For a collection of examples, see 
https://google.github.io/tacotron/publications/uncovering_latent_style_factors_for_expressive_speech_synthesis/index.html

Simple implementation would make these look/behave like <a> tags.

Support for the <audio> tag was added in 2014, apparently, and it
behaves like <a> tags, sorta.
