And (set-frame-size nil 58 13 t)?  (Note the `t' at the end.)  If that
works, then I assume your window manager is preventing the non-pixelwise
resizing.  If pixelwise resizing also doesn't work, then I'm out of
ideas.  Maybe someone else will have a suggestion.
