The minibuffer prompt of eval-expression accepts an elisp expression,
but it does not have proper syntax table setup.
This should be fixed.
The prompt does not do font locking either, but that has a bug report
already: #46092

You don't say which Emacs version you're on, but I think this has
already been fixed in what will be Emacs 28:

I'm on 27, so if somebody can confirm it works properly for
the eval-expression prompt with Emacs 28 then it can be
closed.
