shell-command and shell-command-on-region when prompting could use
shell command TAB expansions, like shell-mode does, allowing the user
easy completions of shell command names.

Here's what I've been using. It doesn't hook into shell-command-on-region
and it does some things you didn't ask for, but still, hope this helps.
