Thanks for letting me know.
For now, I'm applying the band-aid and creating another tag,
EMACS_PRETEST_22_1_92_git, that also covers nt/emacs.manifest.
FYI, this is probably due to a bug in "git cvsimport" or in
the cvsps program it uses behind the scenes.
