* lisp/tempo.el: Use lexical-binding.
(tempo-define-template): Expand documentation to mention
`tempo-user-elements'.
(tempo-named-insertions, tempo-region-start, tempo-region-stop): Make
them buffer-local.
* test/lisp/tempo-tests.el: Add tests for tempo.el.
