When I export the file to html, the list of reference gets a bullet list. Any change to get a numerated list (I am not sure I asked that in the past...)? If so, there isn't a real way to customize that, it comes from org-ref-get-html-bibliography which hard codes an unordered list. In version 3, you can use csl for this.
