It's OS (and toolkit?) dependent; see the variable `default-frame-scroll-bars'.

`default-frame-scroll-bars' is set to `right' on ms-windows and the mac,
and to `left' everywhere else.

    It's OS (and toolkit?) dependent; see the variable

In that case, it would be good to correct the tutorial text to "left or
right side" (and no need for "hand", BTW).

I've downloaded emacs 21-3, Windows version, and saw a minor mistake in
the TUTORIAL (I'm re-aquainting myself with an old friend ;-)

"If you are using a windowed display, such as X11 or MS-Windows, there

side of the Emacs window.  You can scroll the text by clicking the
mouse in the scroll bar."

I believe on most systems, the scroll bar is on the RIGHT, not the LEFT.
