* Slide bar to the left does not match file size

In the earlier version of emacs I used the slidebar to the left
indicated the proportional amount of text in the window/frame like
text seen/ text in file.  If for example the whole file just filled
the window so would the slidebar.  With my current version show below
the slidebar is much shorter which ofen confuses me.  Can that be
changed?

My current emacs version is : GNU Emacs 22.1.1 (i486-pc-linux-gnu,
GTK+ Version 2.12.9) of 2008-05-03 on terranova, modified by Ubuntu
