Shouldn't this be part of the generic code, rather than in Haiku's (and
presumably duplicated in other GUI's)?

Not possible: that would require `track-mouse' to be on all of the time.
Besides, there are various platform-specific snafus to work around,
especially on X, where there exist various bizzare combinations of menu
bars, scroll bars, popup menus and toolbars.
