In what scenario? I presume he's talking about places where it lets you add to hooks, and that something like turn-on-auto-fill is `straightforward' whereas `(lambda ()...)' is `confusing'. There's probably something to that. On the other hand most people will probably (incorrectly) use `auto-fill-mode' in such situations anyway...
