Is it possible to get Emacs+SVG working on (say) > Windows if you install enough libraries? From what I know, librsvg > itself is supposed to work on all POSIX systems and on Windows. It's possible after installing most of GTK and some libraries from Gnome. About 20 libraries in total. It then crashes if you open any SVG file that contains stretched or rotated text.
