Apart from those files that were heavily using lexical-let---which are
already converted---it doesn't seem worth making the conversion a
release goal for 24.1.

On the other hand, if any Emacs developer wants to do the work of
converting files to lexical binding during the remaining time to
pretest, it will probably do no harm.  Stefan, WDYT?
