It is actually not exactly designed for mailing lists - rather as a replacement for mailing lists. What Discourse does is somewhat similar to Github - you can subscribe to notifications via email and reply via email. In addition, new threads can be created by sending emails, even by anonymous users. Creating new threads works via "inbox" email that will trigger new topics https://meta.discourse.org/t/configure-incoming-email-to-create-new-topics-or-group-messages/62977 And replying is simply replying to special email address, automatically generated for each post. For mailing list, one may need an extra setup to propagate all the messages to the associated mailing list (can be done by arranging mailing list address as a "user" subscribed to all the posts and comments).
