I downloaded emacs-21-3 and want to know how to install this on my pc running
windows xp.  Thanks.

Here you have all necessary information:
http://www.gnu.org/software/emacs/windows/ntemacs.html

and here are precompiled binary versions (I use them on WinXP)
http://ftp.gnu.org/gnu/windows/emacs/latest/

The simplest approach is to just unpack binary version
somewhere. And it is ready to use.

Have you tried reading the FAQ at:

http://www.gnu.org/software/emacs/windows/big.html

Especially the bit at:

http://www.gnu.org/software/emacs/windows/big.html#unpack-install

It would appear not!

Hello,

I tried to download the Emacs for Windows Version 21.3 from http://ftp.gnu.org/gnu/windows/emacs/. There are lots of Files ending with .README or with README.TAR. Each of them are 18 KB in size. I've got absolute no idea what to do with these files. The Installing instruction doesn't say what to do. The latest installable Version seems to be 20.7. 

Is there a new undocumented concept on installing emacs? A 18 KB large file can't include the whole emacs binary for windows.

Well, have you ever read just one of the .readme files? I suppose, not. 
They'd have told you that the integrity of the actual emacs files is 
currently being checked.

See http://ftp.gnu.org/MISSING-FILES.README
Try using Emacs 20.7 instead.

IIRC, the CVS repository was not affected by the cracker.  The truly
adventurous would build from source :-)
