In GNU Emacs 21.1.1 (i386-debian-linux-gnu, X toolkit, Xaw3d scroll bars)
of 2001-12-07 on raven, modified by Debian
configured using `configure i386-debian-linux-gnu --prefix=/usr --sharedstatedir=/var/lib --libexecdir=/usr/lib --localstatedir=/var/lib --infodir=/usr/share/info --mandir=/usr/share/man --with-pop=yes --with-x=yes --with-x-toolkit=athena --without-gif'
Important settings:

value of $LC_MONETARY: nil
value of $LC_NUMERIC: nil

The docstring for Info-additional-directory-list says that directories
in that list are not searched for "dir" files, however it seems that
in fact they are.
I made files /tmp/x/dir and /tmp/y/dir with likely contents (pruned
copies of my main /usr/info/dir) and from emacs -q -no-site-file
executed
(progn (setq Info-directory-list '("/tmp/x"))
(setq Info-additional-directory-list '("/tmp/y"))
(Info-directory))
It brought up the contents of both /tmp/x/dir and /tmp/y/dir, whereas
the docstring suggests I should get only the former.
I see the ChangeLog indicates this was a deliberate change, so maybe
the variable merely needs its description updated.
