If you place point over it and type C-x =, you'll see a description of the character. Compare that with what you get for an ordinary space. With the non-breaking space, Emacs reads `global-highlight-changes t' as one token, and that's not a function. If you upgrade to Emacs 22, you'll get non-breaking spaces highlighted, so that you can better avoid this error in the future.
