Hi:

I am trying to connect to elpa and I can't. Is there some problem or a
scheduled maintenance/work in progress?

As previously announced [0], the FSF sysadmins were (physically) moving
FSF’s servers to a different collocation facility today.  The FSF’s
System Status account [1] on the fediverse is a great place to keep up
with various updates regarding the GNU/FSF infra.

That said, elpa.gnu.org is back up and running again.

The FSF sysadmins would be the right people to contact, by writing to
sysadmin@gnu.org.

Yes, the FSF have been moving their servers.  You can find more
information here:

https://status.fsf.org/

FWIW, I can connect to elpa.gnu.org just fine at the moment, but maybe
it'll go up and down as they sort everything out.
