It=CA=BCs not just the version number, it=CA=BCs also the fact that (some o=
f) the
development of built-in packages happens outside the emacs repository
and is then synced (eg org-mode). It=CA=BCs that syncing we need to ensure
is in a sane state, as  well as the updating of the version number
(although I realize in practise this is probably a weak argument: both
the tramp and org-mode maintainers are pretty conscientious about
ensuring the code in the emacs tree is healthy).
