Itʼs not just the version number, itʼs also the fact that (some of) the
development of built-in packages happens outside the emacs repository
and is then synced (eg org-mode). Itʼs that syncing we need to ensure
is in a sane state, as well as the updating of the version number
(although I realize in practise this is probably a weak argument: both
the tramp and org-mode maintainers are pretty conscientious about
ensuring the code in the emacs tree is healthy).
