Generally, bundling stuff makes it hard to distribute independently. For instance, many distributions do not install info.info with standalne 'info' as it is part of Emacs, which IMO has damaged the reputation of the Texinfo documentation system, as anyone who does not have emacs installed, or, worse, emacses non-DFSG documentation package could not access the tutorial or manual. > 3. > Or ELPA?
