Unfortunately, with this patch the bootstrap fails with:

  Loading lisp/simple.el (source)...
  Error: error ("Eager macro-expansion failure: (void-function seq-position)")
  Eager macro-expansion failure: (void-function seq-position)

because seq.el is loaded after simple.el.
