I'm not sure we need to emphasize the version aspect. For Tramp, this
is the only/main issue, but maybe other packages need something else,
now or in the future.
So perhaps something more general, directly in make-tarball.txt, would
be better? For example:
If this is an emergency release without a prior pretest, inform
the maintainers of bundled packages to make sure they install
adjustments required for an official release. Currently, these
packages include:
