The command

${MAKE-make} MAKEFILE_NAME=do-not-make-Makefile epaths-force

fails if run from config.status:

creating src/epaths.h
make: don't know how to make wd. Stop

If I replace ${MAKE-make} with gmake in configure 'gmake bootstrap'
works.
