Isn't the fact that it was mentioned here enough to have it found by a browser search? There are a lot of useful manuals that people might not hear about, but it doesn't mean it's Emacs's job to solve those problems. How about taking this up with the Texinfo developers? After all, Texinfo is a much more logical place to advertise GNU manuals, see dir-example and htmlxref.cnf files in the Texinfo tree.
