The caption says:

inst     : number of people who installed this package;
vote     : number of people who use this package regularly;

no-files : number of people whose entry didn't contain enough information (atime
and ctime were 0).

Which is sort of annoying since we have 4 numbers and 5 explanations.

But you get the gist.
