You should follow the directions of Eli Zaretskii, but just know that I've been running GNU Emacs 24.3.1 (i386-mingw-nt6.2.9200) of 2013-03-17 on MARVIN for a couple of years already. My Windows 10 is a 64-bit Windows 10 Pro, version 1803, OS build 17134.48.
