Trying to download the latest package snapshot from elpa.gnu.org
(http://elpa.gnu.org/emacs-packages-latest.tgz) the server sends a 403
Forbidden response:

"403 Forbidden - You don't have permission to access
/emacs-packages-latest.tgz on this server."
