I think that this can be done with tramp-initial-commands. Or
perhaps by redefining the sudo command.

I've now added tramp-handle-write-region-hook and
tramp-handle-file-local-copy-hook which are called at the end of the
respective functions. Using this you can achieve the behavior you
want, I think. New version in Tramp CVS only, though.
