Hi,

the following patch adds cp949 charset support to Emacs.
Btw, i compared etc/charsets/CP949-2BYTE.map with
http://unicode.org/Public/MAPPINGS/VENDORS/MICSFT/WINDOWS/CP949.TXT and
found no descrepances.
